Guy can light and fully smoke a cigarette in six seconds, do not mess with his power.
If I remember correctly the player needed cigarette breaks so they came up with a system to continue combat while they are not on the table.
Therefore it is not about balancing but more about. You are not at the table so you can’t do anything but at least you should get something in return
If this were realistic, it would take 50-100 turns, not 1, and it would give Vic a rather stark CHA penalty during the act and for a period of time thereafter.
